Probably simple way to find good IRC proxy server is to check of ip address is already blacklisted against the most known blacklists databases. You can do it, for example, with free proxy tool Charon.
If the server is so called "white" (not blacklisted) the chance is big that you will not receive anymore G or K lined message.
The irritant thing is that the open proxies are constantly abuse for diverse purposes and thats reason for G-lined, K-lined or generally spoken short life of proxy server.
